Poor little Fidel. All he wanted was a single $10 bill. Alas, FDR ignored his plea, and twenty years later little Fidel set us up the bomb.

Videolan

Videolan already does most of what you want I think...I know at least it can stream from a capture card. Linux only tho, here:

As far as changing the channel goes...eh..yea.
Hope that helps. Videolan can transcode into a variety of formats for streaming as well - It also comes with a web interface but in my opinion it sucks.
